The Disabled employment rate (2011) 본문 1. Introduce A. National protection for the disabled is a national challenge. In Article 34 Section 5 of the Constitution, Protection of the country for the physically challenged are defined. In 1981, The legislative history of disability policy in Korea as Physically and Mentally Disabled Welfare Law, was began. And in 1990, Disabled Employment Promotion Act (13/01/1990) has been established and implemented. Then government wanted to build the foundation to provide employment to disabilities with having working ability and motivation, so Employment Promotion and Vocational Rehabilitation of Disabled has been revised as is currently done. After revision, government support severe disabilities for their independence and vocational rehabilitation. In capitalism, most of the country s private sector has greater employment ratio than state. Thus, the disabled employment policy can be realized by imposing obligations on private companies. As a result, the microscopic point of view, government adjust the rights of the disabled and private company. In the macro perspective, the policy achieve harmony in the economic order. However there is environment change such as Changes in disability criteria, Rapid increase in population disability. The most important thing is the alienation of people with severe disabilities in the labor market. Because Mild disabilities account for most jobs through disability employment system.
